What quarterbacks might go near the top of the 2025 NFL Draft? Which teams might need those quarterbacks? Which defensive players could crash the party?

Only time will tell, but here is how things look a year out from the 2025 NFL Draft.

1. Las Vegas Raiders: Shedeur Sanders, QB, Colorado (Trade With Carolina)

Projected Win Total: 6.5

• After missing out on all of the top six quarterbacks in the 2024 Draft, the Raiders do not let that happen again, trading up from the No. 7 pick to secure the consensus top quarterback in the draft. Sanders is the current favorite to be the first overall pick at +100.

GM Tom Telesco (first year) has final say over the roster. He previously spent 11 years in the same role with the Chargers

2. New York Giants: Carson Beck, QB, Georgia (Trade With New England)

Projected Win Total: 6.5

• As with the Raiders, the Giants did not get a top quarterback in the 2024 Draft, but according to reports, they did try to trade up with the Patriots to select Drake Maye. This year, they are able to actually pull off the trade with the Patriots to get Carson Beck, who at 6-foot-4, 220 pounds has similar physical characteristics to Maye.

GM Joe Schoen (third year) has final say over roster decisions. He spent the previous five seasons as the Assistant GM to Brandon Beane in Buffalo.

3. Denver Broncos: Travis Hunter, CB/WR, Colorado

Projected Win Total: 5.5

• Arguably the best player in all of college football doesn’t have to go far as Denver needs explosive playmakers on both sides of the ball and Hunter has the incredibly unique ability to do both. Although he is expected to be primarily a cornerback at the next level, who knows what Sean Payton may have planned for him.

Who Calls the Shots in the Broncos Draft Room?

GM George Paton (fourth year) has final say over personnel decisions. Prior to joining Denver, he spent the majority of his career as Rick Spielman’s right-hand man in Minnesota and Miami. It is assumed that Sean Payton has significant power as well, though the Broncos have stated Paton remains in control of the roster.

4. New England Patriots: Kelvin Banks Jr, OT, Texas (Trade With New York Giants)

Projected Win Total: 5.5

• After getting their franchise quarterback in the 2024 Draft, the Patriots are able to trade down for “the bag” and still secure the future blindside protector for Drake Maye.

Who Calls the Shots in Patriots Draft Room?

The Patriots have not hired a general manager to take over for Bill Belichick, who held those duties throughout his tenure. That appears to leave Eliot Wolf in control of the roster. Alonzo Highsmith, who worked with Wolf in Green Bay, was also hired this offseason to play a significant role. Matt Groh, who has been in the team’s scouting department for 14 years, will also have a say in the process

5. Tennessee Titans: Will Campbell, OT, LSU

Projected Win Total: 6.5

• After missing out on Joe Alt, the Titans did address their starting right tackle need in JC Latham, but now they fill their need at left tackle that they weren’t able to do in 2024.

GM Ran Carthon (second year) has final say over the roster. Carthon was previously the 49ers’ Director of Player Personnel. Director of College Scouting Jon Salge (eighth year) will likely be heavily involved as well. The firing of Mike Vrabel was perceived to be due to, at least in part, a clash with Carthon over roster construction. The hiring of first-year HC Brian Callahan likely gives more control to Carthon.

6. Washington Commanders: Emery Jones, OT, LSU

Projected Win Total: 6.5

• Unable to address their offensive line need in the 2024 Draft, the Commanders make it back-to-back offensive tackles from LSU and take Jones, who will play right tackle this season but may project over to left tackle in the NFL.

GM Adam Peters (first year) has final say over the personnel decisions. He joins the team after seven years with the 49ers, most recently as John Lynch’s Assistant GM. He previously served as the Broncos’ Director of College Scouting under John Elway. HC Dan Quinn will likely have significant input in selecting defensive players, as he’s always had strong preferences on who fits his scheme.

7. Carolina Panthers: James Pearce Jr, EDGE, Tennessee (Trade With Las Vegas)

Projected Win Total: 4.5

• We had to wait all the way until pick 15 in the 2024 Draft before the first defensive player was taken, and we have another long wait in 2025 before the consensus top defensive player goes off the board.

Who Calls the Shots in the Panthers Draft Room?

GM Dan Morgan (first year) was promoted from Assistant GM to replace Scott Fitterer, who only had final say over the roster for one season after taking control when Matt Rhule was fired. Carolina has not stated who has final say, but it is likely Morgan given his experience in the organization and Dave Canales’ status as a first-year head coach.

8. Arizona Cardinals: Luther Burden III, WR, Missouri

Projected Win Total: 6.5

• The Cardinals go back-to-back wide receivers with their first pick in the draft. Even after selecting Marvin Harrison Jr, Arizona could still use another weapon in their wide receiver room.

GM Monti Ossenfort (second year) likely has final say over the Cardinals roster, though the team has not officially confirmed this. Ossenfort is a former Director of College Scouting (Patriots) and Director of Player Personnel (Titans), and his Assistant GM is former Lions Director of College Scouting Dave Sears.

9. Minnesota Vikings: Mason Graham, DL, Michigan

Projected Win Total: 7.5

• In some of the trade rumors surrounding the Vikings before the draft, it was thought they may have to give up their 2025 first-round pick to move up. Instead, they were able to hang onto it after only moving up one spot and still get J.J. McCarthy. It is a good thing they did as their top three defensive tackles currently on the roster all have expiring contracts in 2025.

GM Kwesi Adofo-Mensah (third year) has final say over the roster. He has a background in analytics and previously worked under Andrew Berry in Cleveland. Since Adofo-Mensah’s background is not in scouting, Director of College Scouting Mike Sholiton likely plays a significant role in the draft.

10. New Orleans Saints: Mykel Williams, DL, Georgia

Projected Win Total: 7.5

• This pick may depend on the health of Ryan Ramczyk as the Saints may be forced to go to the offensive line in back-to-back years, but hopefully he will be able to continue to play and the Saints can grab the very talented Williams to help boost their defense instead.

GM Mickey Loomis likely has final say, though the power dynamic has been unclear since the departure of Sean Payton (who previously had final say). Since Loomis does not have a background in scouting, Assistant GM and Director of College Personnel Jeff Ireland likely has substantial input in the draft.

11. Seattle Seahawks: Quinn Ewers, QB, Texas

Projected Win Total: 7.5

• Seattle was rumored to be in on the quarterbacks in the draft this year. Instead, they wait one year and get Ewers, who was the No. 1 ranked overall recruit coming out of high school.

GM John Schneider is entering his 15th year in this role, but it will be his first with final say over the roster, as Pete Carroll previously held that power. Schneider does not have a background in college scouting, so Senior Director of Player Personnel Matt Berry and Director of College Scouting Aaron Hineline likely have strong voices in the draft room.

12. Tampa Bay Buccaneers: Will Johnson, CB, Michigan

Projected Win Total: 7.5

• Tampa Bay did a lot to address their offense this offseason by signing Baker Mayfield and Mike Evans to contract extensions while also selecting Graham Barton in the first round, so defense will be the priority in 2025.

GM Jason Licht (11th year) has final say over the roster.

13. Pittsburgh Steelers: Denzel Burke, CB, Ohio St.

Projected Win Total: 8.5

• This pick may be contingent on how the quarterback play is for Pittsburgh this season, but assuming one of Russell Wilson or Justin Fields pans out, then Burke would be a very nice addition to the secondary for the Steelers.

GM Omar Khan (second year) took over last year from Kevin Colbert, who ran the team for 23 years. Khan likely has final say over the roster, though it is a collaborative effort with Assistant GM Andy Weidl (second year) and Mike Tomlin. Khan has been with Pittsburgh since 2001, but his background is in the administrative side of the team. Weidl joined the team from the Eagles, where he was Vice President of Player Personnel and has extensive experience in scouting.

14. Indianapolis Colts: Benjamin Morrison, CB, Notre Dame

Projected Win Total: 8.5

• Three cornerbacks go off the board in the row as all three teams had a big need at that position but were not able to address it early in the 2024 Draft or via free agency.

GM Chris Ballard (eighth year) has final say over roster construction.

15. Jacksonville Jaguars: Abdul Carter, EDGE, Penn St.

Projected Win Total: 8.5

• Carter has the physical traits and tools that GM Trent Baalke typically covets in his early-round defensive picks.

GM Trent Baalke (fourth year) and HC Doug Pederson (second year) supposedly share control of the roster. The Jaguars have not publicly stated who has the final say, although it’s likely Baalke considering he participated in the hiring of Pederson and has a background in scouting.

16. Cleveland Browns: Harold Perkins, EDGE, LSU

Projected Win Total: 8.5

• Perkins was moved inside last year, but it sounds like LSU has admitted that was a mistake and plans to move him outside. That could certainly boost the stock of the very talented Perkins much higher than this.

GM Andrew Berry (fifth year) has final say with input from Chief Strategy Officer Paul DePodesta (ninth year) and HC Kevin Stefanski (fifth year).

17. Chicago Bears: Patrick Payton, EDGE, Florida St.

Projected Win Total: 8.5

• The Bears went all-in on offense in the first round of the 2024 Draft as the thought of pairing up Rome Odunze with Caleb Williams was too good to pass up, but now they turn to the defense with Payton.

GM Ryan Poles (third year) has final say over roster construction. Poles was previously with the Chiefs, working under GM Brett Veach as director of player personnel.

18. Los Angeles Rams: Jalen Milroe, QB, Alabama

Projected Win Total: 8.5

• With the uncertainty around how much longer Matthew Stafford wants to play for, it was rumored that the Rams were looking at quarterbacks in this draft. They are able to wait a year and get Sean McVay a very toolsy prospect to work with.

GM Les Snead (13th year) has final say over personnel decisions.

19. Los Angeles Chargers: Kenneth Grant, DL, Michigan

Projected Win Total: 8.5

• After showing he truly is focused on the trenches, Harbaugh does it again but this time on the defensive side with a defensive tackle who he is very familiar with and who can stop the run.

Who Calls the Shots in Chargers Draft Room?

It’s unclear who has the final say over the roster, though it is assumed that power belongs to Jim Harbaugh (first year). However, the draft will likely be run primarily by GM Joe Hortiz (first year), who was the Ravens’ longtime Director of College Scouting and, most recently, their Director of Player Personnel.

20. New York Jets: Emeka Egbuka, WR, Ohio St.

Projected Win Total: 9.5

• Unable to get one of the top three receivers with the 10th pick in this draft, the Jets pounce on Garret Wilson’s former teammate at Ohio St.

GM Joe Douglas (sixth year) has final say over personnel decisions.

21. Houston Texans: J.T. Tuimoloau, EDGE, Ohio St.

Projected Win Total: 9.5

• Another case of former Ohio St. teammates joining each other with Tuimoloau joining C.J. Stroud and helping bolster a defense to make the Texans one of the more exciting up-and-coming teams in the league.

GM Nick Caserio has final say over the roster. This is Caserio’s fourth year with Houston, but just his second year since the firing of Executive VP Jack Easterby, who played a confusing role in the organization and held significant power as well. So it’s fair to say this is only Caserio’s second year with full control.

22. Atlanta Falcons: Walter Nolen, DL, Ole Miss

Projected Win Total: 9.5

• The Falcons made the most shocking pick of the 2024 Draft when they took Michael Penix Jr. with the eighth overall selection when most believed they would go with the best defensive player on the board. Assuming they don’t pull off another shocker in 2025, the Falcons should take the best defensive player left on the board.

GM Terry Fontenot (third year) has final say over the roster and may actually have more control than in the previous two seasons as Fontenot now reports directly to owner Arthur Blank. CEO Rich McKay (Atlanta’s former GM) is no longer involved in day-to-day football operations.

23. Miami Dolphins: Tyler Booker, OL, Alabama

Projected Win Total: 9.5

• Miami did address their offensive line early in the draft, but only at tackle. Booker, who may be the best guard in the draft, will help fortify the middle of their line.

GM Chris Grier (eighth year) has final say over personnel decisions but accepts significant input from Mike McDaniel.

24. Green Bay Packers: Malaki Starks, DB, Georgia

Projected Win Total: 9.5

• A versatile defensive back would be a great addition to the Packers' secondary, assuming he checks off all of the athletic traits that GM Brian Gutekunkst usually looks for in his Round 1 draft picks.

GM Brian Gutekunst (sixth year) has final say over the roster, but Gutekunst, Director of Football Operations Russ Ball, and HC Matt LaFleur all report directly to President/CEO Mark Murphy. This structure theoretically gives more personnel influence to Ball and LaFleur than if they reported directly to the GM, as most front offices are organized.

25. Dallas Cowboys: Tetairoa McMillan, WR, Arizona

Projected Win Total: 10.5

• Jerry Jones and company typically go with the consensus best player available on big boards, and in this case it happens to also be at a position of need. This could be quarterback, however, depending on what happens with Dak Prescott next offseason.

Director of Player Personnel Stephen Jones effectively acts as the General Manager with significant input from VP of Player Personnel Will McClay. Obviously, owner Jerry Jones has been known to step in and make decisions as well.

26. Buffalo Bills: Evan Stewart, WR, Texas A&M

Projected Win Total: 10.5

• Buffalo did address the huge need at wide receiver at the top of the second round with Keon Coleman, but they need to continue to give Josh Allen weapons to work with.

GM Brandon Beane (eighth year) officially has final say over the roster, but HC Sean McDermott’s opinion is believed to carry equal weight. McDermott and Beane were hired together in 2017 and also worked together for six seasons in Carolina.

27. Philadelphia Eagles: Josh Conerly Jr, OL, Oregon

Projected Win Total: 10.5

• I thought Howie Roseman and the Eagles might go with an offensive lineman early in this year’s draft. Instead, they doubled up on cornerbacks with their first two picks, which was a bigger need but also went against their usual philosophy.

GM Howie Roseman (13th year) has final say over the roster. Roseman has held the title of General Manager and/or Executive Vice President of Football Operations since 2010, however, he did not control the roster during Andy Reid‘s and Chip Kelly’s tenures. Roseman gained full control of personnel decisions in 2016

28. Detroit Lions: Jack Sawyer, EDGE, Ohio St.

Projected Win Total: 10.5

• Marcus Davenport was only signed to a one-year deal, so Sawyer can come in and start Day 1 but also be the future bookend to go along with Aidan Hutchinson.

Who Calls the Shots in Lions Draft Room?

GM Brad Holmes (fourth year) has final say over personnel decisions. Holmes was a longtime Director of College Scouting with the Rams before joining Detroit, and managing the draft is his strength.

29. Cincinnati Bengals: Colston Loveland, TE, Michigan

Projected Win Total: 11.5

• If Tee Higgins, who is currently on a franchise tag, does leave next offseason, the Bengals will need to add some playmakers to their offense for Joe Burrow. Loveland is considered the top tight end in the class.

Director of Player Personnel Duke Tobin has final say over roster construction.

30. Baltimore Ravens: Donovan Jackson, OL, Ohio St.

Projected Win Total: 11.5

• I was surprised Baltimore didn’t go offensive line with their first pick this year. Although they did get Roger Rosengarten in the second round, offensive line should still be their priority in 2025.

GM Eric DeCosta (sixth year as GM, 27th year in the organization) controls roster construction and has maintained a similar approach to his former boss Ozzie Newsome.

31. San Francisco 49ers: Denver Harris, CB, LSU

Projected Win Total: 11.5

• The Niners did add Renardo Green in the second round, but Charvarius Ward is a pending free agent in 2025. Cornerback could still be a position of need early in the draft next year.

32. Kansas City Chiefs: Noah Thomas, WR, Texas A&M

Projected Win Total: 11.5

• Based on the draft this year, I am sure someone will come back into the first round to take quarterback Cam Ward if he is still available at this point, but Kansas City should keep investing in weapons for Patrick Mahomes even after getting Xavier Worthy. At 6-foot-6, Thomas provides a much different skill set for Mahomes to work with.

Who Calls the Shots in Chiefs Draft Room?

GM Brett Veach (eighth year) officially has final say over the roster, but Andy Reid’s opinion carries significant weight. The two have worked together since Reid hired Veach as a coaching intern in 2004, and Veach followed Reid to Kansas City in 2013.
